Program Evaluation
The Application of the LFCHD Food Handlers Certification
This program evaluation was conducted in collaboration with Manchester Coffee Company and a few other coffee businesses within the Lexington-Fayette County Health Department Umbrella. The training course required for all food and beverage service industry employees had received complaints regarding its relevance to the role of a beverage service employee. This program evaluation specified the problem areas of the training course, and presented recommendations for the continuous improvement of the course.

Executive Summary
In the beginning phase of the project, I worked with business ownership and management to get an overview of their perspective of the problem, gathered background information, and conducted a few surveys to narrow down the problems being reported. I worked through this utilizing the Kirkpatrick Four Levels of Training Evaluation Method. You can follow the phases of the project through the levels listed below.
Level One: Reaction
In this phase I evaluated the course by measuring the degree to which participants found the training course favorable, enjoyable, and relevant to their jobs. I did this through the survey that is accessible through the button below. The results can be found in the appendix of the full Program Evaluation Report linked at the top of this page.
Level Two: Learning
In this phase I evaluated the degree to which participants acquired the intended knowledge, skills, attitude confidence, and commitment based on their participation in the training course. I evaluated this through a pre and post test, which is available through the button below. The results can be found in the appendix of the full Program Evaluation Report linked at the top of this page.
Level Three: Behavior
In this phase I evaluated the degree to which participants applied what they learned during the training course when they are back on the job. I evaluated this through observations and self reported tracking sheets. You can view an example of the Observation Sheet and Self Reported Tracking Sheet by clicking the button below. Level Four: Results
In this phase I planned to evaluate the degree to which targeted outcomes occurred as a result of the training. Due to project time constraints the training course was not fully evaluated at level four. However a plan was set to complete this phase. This was planned to be conducted through interviews with training managers and staff within the beverage service industry within the Lexington-Fayette County Health Department Umbrella. Review of the Results
Through these four levels of evaluation, I developed recommendations to address the existing gap between desired learning objectives and learning outcomes.
